Several days ago, we argued, based upon a CRS study, that Congress should directly overrule Obama on the Keystone pipeline and issue their own permit. It looks like Senator John Hoeven is taking up the call. He will introduce legislation to permit the pipeline, forcing Obama to veto a popular bill.
